CALL TO ORDER/GENERAL COMMENTS INVOCATION (Father John Kalimi, St. Vincent’s Episcopal Cathedral Church) PLEDGE OF ALLEGIANCE
The public is invited to address the Council on any topic that is posted on this agenda. Citizens desiring to speak on Public Hearing(s) must do so at the time the Public Hearing(s) are opened. In order to speak during Open Forum, a person must first sign in with the City Secretary prior to the Regular Session being called to order. Speakers will be called upon in the order in which they sign in. Any person not signing in prior to the commencement of the Regular Session shall not be allowed to speak under Open Forum. Further, Open Forum is limited to a maximum of 30 minutes. Should speakers not use the entire 30 minutes Council will proceed with the agenda. At the majority vote of the Council the Mayor may extend the time allotted for Open Forum.
Consider Approval of Items by Consent
(Consent items are deemed to need little Council deliberation and will be acted upon as on business item. Any member of the City Council may request that an item be withdrawn from the Consent Agenda and placed before the City Council for full discussion. Consider a resolution approving the City of Bedford Investment Policy. 3. Consider a resolution authorizing the City Manager to enter into an interlocal agreement with the City of Fort Worth in the amount of $50.00 per voucher to allow for the collection and disposal of household hazardous waste for Bedford households at the permanent collection site.
5. Presentation of the Katie Savage Resident of the Year Award. 6. Proclamation recognizing the month of October 2017 as Vision Awareness Month in the City of Bedford. 7. Presentation of donated books to the HEB ISD school libraries in recognition of children who read 2,000 or more minutes for HEB Reads!
Public hearing and consider an ordinance to rezone Block 1, Lot 1D1, Shops At Central Park Addition, located at 2404 Airport Freeway, Bedford, Texas, from Heavy Commercial (H) to Heavy Commercial/Specific Use Permit /Indoor Amusement Center (H/SUP), specific to 3.2.C(13)g of the City of Bedford Zoning Ordinance, allowing for Urban Air Adventure Park and Escapology, The Live Escape Game, to operate an indoor amusement center with outdoor seating. The property is generally located south of Airport Freeway and east of Central Drive. (PZ-SUP-2017-50058)
Consider a resolution authorizing the Chief of Police to enter a Memorandum of Understanding between the Texas Department of Public Safety (DPS), Texas Emergency Management Assistance Team (TEMAT) and the Bedford Police Department Public Safety Unmanned Aircraft Systems Response Team (PSURT) to assist in multi-jurisdictional operations and disasters.
9. Consider an ordinance adopting the annual budget for the City of Bedford, Texas for the fiscal period of October 1, 2017 through September 30, 2018; providing for intra-fund and/or intra-departmental transfers; providing for investment of idle funds; and declaring an effective date. 10. Consider a resolution to ratify the property tax increase as reflected in the FY 2017-2018 City of Bedford Program of Services (Budget). 11. Consider an ordinance levying taxes for the Tax Year 2017 for the City of Bedford, Texas; establishing the Ad Valorem Tax Rate of ____________ per one hundred dollars valuation; providing for the apportionment of taxes for interest and sinking and for general operating needs; providing penalties and interest for delinquent taxes; and providing an effective date.
12. Consider an ordinance amending the schedule of water rates by amendment of Section 1., Ordinance No. 16-3175; providing a repealing clause; providing a severability clause; and declaring an effective date. 13.
