Consider Approval of Items by Consent
(Consent items are deemed to need little Council deliberation and will be acted upon as on business item. Any member of the City Council may request that an item be withdrawn from the Consent Agenda and placed before the City Council for full discussion. Approval of the Consent Agenda authorizes the City Manager, or a designee, to implement each item in accordance with staff recommendation.) 1. Consider approval of the following City Council minutes: a) July 24, 2017 work session b) August 4, 2017 work session c) August 8, 2017 regular meeting 2. Consider a resolution authorizing the City Manager to enter into a contract with Blackboard, Inc., to provide a mass notification system for the City of Bedford, in the amount of $18,926.70. 3. Consider a resolution of the City Council of Bedford, Texas, authorizing the submission of the grant application for rifle-resistant body armor for the Northeast Tarrant County Area SWAT Team (NETCAST/SWAT) to the Office of the Governor, Criminal Justice Division, and authorizing the City Manager to sign a cooperative working agreement pertaining to this submission.

Public hearing on the annual budget for the City of Bedford, Texas for the fiscal period of October 1, 2017 through September 30, 2018; levying taxes for 2017 tax year.
Public hearing to consider the proposed 2017 tax rate.
7. Consider a resolution authorizing the Mayor to enter into a financing agreement between the Texas Water Development Board (TWDB) and the City of Bedford, Texas for financial assistance from the State Water Implementation Revenue Fund for Texas. 8. Consider a resolution approving and authorizing publication of notice of intention to issue certificates of obligation.
